Elsa Ayoub, Esq.

Elsa Ayoub is the Managing Attorney and Founder of The Law Offices of Elsa Ayoub, P.L.L.C.

Her practice focuses on employment-based immigration for healthcare institutions, academic medical centers, and multinational businesses. She advises on cross-border talent strategies that support clinical, research, and corporate objectives.

Ms. Ayoub represents hospital systems, specialty physician groups, research consortia, and university-affiliated health networks in the recruitment and retention of international professionals. She is an adviser to boards, C-suite executives, general counsel, and human resource managers on strategic visa planning, audits, and regulatory reviews.

Her work spans H-1B, L-1, and O-1 visas for physicians, researchers, and senior administrators; EB-1 and National Interest Waivers for clinicians and scientists; and E-2 and EB-5 investor structures that support clinical expansion and institutional projects. She also counsels on Schedule A and TN sponsorship for key clinical staff.

Ms. Ayoub advises organizations on immigration matters, including merger integration, physician group growth, staffing, audits, and J-1 waivers. She offers guidance on recruiting and retaining talent and frequently presents at industry events on healthcare talent mobility and visa options. Fluent in French, Spanish, and Arabic, she brings a global perspective to recruitment and retention. Her work has earned consistent recognition over the last twenty years.

Ms. Ayoub was selected to Marquis Who’s Who in America in 2024 in recognition of outstanding achievement and contributions to society, building on an earlier Marquis Who’s Who honor first received in 2005 and renewed in 2016. She has been named to the New York Metro Super Lawyers list each year from 2020 through 2024, an honor reserved for no more than five percent of attorneys in the region, after earlier recognition on the New York Metro Rising Stars list from 2013 through 2019, which is limited to the top 2.5 percent of eligible lawyers.​

In 2022, the International Association of Top Professionals (IAOTP) selected Ms. Ayoub as its Top Immigration Attorney of the Decade and conferred its Lifetime Achievement Award, following her prior recognition by IAOTP as Top Immigration Attorney and as Empowered Woman of the Year.
